The U.S. Government holds a huge amount of power over its citizens. Thus it bares the responsibility of making reparations to those of its citizens whom it has harmed. Over the last 4 years, the Federal Bureau of Investigation has conducted multiple operations where it has made available to the public pornographic media of children in an attempt to identify paedophiles. The U.S. Justice Department takes the stance that every time you distribute the pornographic image of a child, you are harming that child.
The FBI, a Federal organization, has done harm to many, many children in the process of stopping child pornography. The U.S. Government owes the children who's pictures it distributed, who are U.S. citizens, reparations for the harm done to them.
