Due to the Russian meteorite event that injured more than one thousand people, it is evident that object entering the atmosphere from outer space can pose significant risks to people and properties on the ground. The Federal Government should actively regulate such entries, require permits beforehand, evaluate each atmosphere penetration application carefully considering risks to homeland security at and near the proposed location of entry, and impose hefty fines for unauthorized atmospheric penetration.
