Federal Student Loan Discharge-make it easier for people to qualify to discharge their loans due to long unemployment

Many people who have large student loans, who are now in their 40's, 50's & older & have no real means to pay back these large loans due to illness, lack of meaningful employment or sustained unemployment, who are in bankruptcy or have been bankrupt due to the current economic situation that our country is in, need to be able to qualify to have these loans discharged. Most of the loans because of interest & penalties have ballooned to be 10 times what they should be. These people will never be able to pay back the loans and suffer economic hardships. Most are either unemployed or employed in jobs that do not pay enough to cover the repayments, some have illnesses that keep them from better jobs. The federal gov't should also reform its regulations on loans to cap off interest & penalties.
