Given the increasing rate of spree killings, the proliferation of assault rifles, and both sides of the debate entrenched in their positions, a new line of approach is required.
I propose taxing guns much like states tax cigarettes and alcohol.
Here is how it might work:
-An annual federal tax per gun owned
(exemptions for law enforcement service weapons and hunting rifles with out magazines)
-Guns only being able to be sold by licensed resellers
(much like liquor can only be sold with a liquor license)
-Tax collected to be used to collect ballistic signature for each gun sold before license is issued
(this would assist law enforcement to quickly ID owners of weapons used in criminal acts)
-Excess revenue to be shared among state police budgets
