The proposed Amendment below seeks to establish that taxation must be limited to the legitimate goal of generating revenue for the financial needs of the nation and that the U.S. Congress may not institute any tax for the purpose of compelling or suppressing an individual citizen's choice or expression.
Chief Justice Marshall, in McCulloch v. Maryland, stated:
"The power to tax is the power to destroy"
Amendment XXVIII
"The Federal Government will not use taxation as a means to compel or suppress individual expression or choice. Federal taxation shall remain solely for the expressed purpose of generating the required revenues for the proper management of the nation's finances."
