Federalize and mandate random drug testing for illegal drugs to recipients of welfare and social programs. Those who test positive may earn their way back upon sucessful completing of a drug rehabilitation program (which the funds paid to the recipient will stop and go to the rehab facility to cover the cost of the program), or by getting sober and staying sober in a 12 step program after 1 year.
