We need Federal laws to make Indecent exposure; social indecency and exhibitionism include wearing of outer garments; pants; below the waist unlawful when the wearer displays his or her under garments in public locations. This is a trend in the US that is believed to have started in Prison and Rap music which includes the sticking of hands into pants/under garments. The waist line of pants is to be at the waist. We should not have to see individuals in public with clear under garments with their pants down half the length of their thigh.
Also please include to make cross dressing of men also illegal as well as the exposure of male body parts in skirts/dresses also illegal. There is no such thing as gender confusion a person is either born with a penis or a vagina.
