Local authorities have demonstrated time after time that they lack the political will to investigate incidents of police brutality in a transparent manner. Murder of an unarmed citizen under color of the law should be a statutory Federal crime, investigated by the FBI instead of local law enforcement, and prosecuted by the Justice Department in Federal Court.
