Federally compel and incentivise local banks to open lines of capital and credit to small, local businesses & start-ups

A plea to president Obama to mandate the loosening of local capital to help the small business owner have access to greatly needed funding in our local communities. Despite the programs in existence, the fact remains that it is currently impossible for the small business owner to attain even the most modest assistance and keep people in our local communities employed.
