The war on drugs - specifically marijuana - has failed and imprisoned thousands of innocent citizens using it for recreational purposes. Create similiar restrictions as such for alcohol and place a federal tax on marijuana to generate income. Let each individual state decide on various laws. Use the tax income to apply against the federal defecit or use it for schools, infrastructure, etc.
