Federally mandate all 49cc Motorscooters to not require a drivers License or registration to operate.

In order to promote the use of 49cc Motorscooters, to require all states to deregulate the use of them.
Therefore NOT require a valid drivers licence, registration or insurance to operate them on public roads and state highways. Many states have already deregulated the use of scooters, but many still require them to be licensed and the riders to hold a valid drivers licence.
Increased use of motorized scooters will decrease the use of fuels thus reducing our dependence on foreign oil. It will also alleviate the congestion on our highways.
