Public college income from tuition each year is capped at 15% of total income. States must invest same as one year prior to each state public college, and must match at least 5x tuition rates, making up differences at end of each year. To ensure no stagnation of income to public colleges, additional COLA included yearly to offset economic progress. 3% unless cost of living
