Federally mandate testing on all potential parents for procreation.

People in the United States who are thinking of have children, should be required to test for suitability of becoming a parent. This will allow those people to decide if they are currently capable, both mentally and economically for parenting. Those who pass the test will show that they are actually prepared to become a parent and with the test geared specifically for parenting issues, they will also be aware of how to properly handle certain situation that may be instrumental to proper child development.

Choosing to have more than one child without passing the test would not entitle them to tax benefits on the second child. This would allow the tax payers to provide public officials with more funding to assist these children with developmental needs.
