Federally mandate that Welfare be paid based on hours of community service.

State welfare is a burden to the US citizens and the federal government financially. There is no good way to root out abuse of the system and help those in need. Reform the welfare system to make it an "Hourly Paid Aid" based on community service. This will not only aid the communities with service, It will empower those on welfare, and it will prevent those abusing the system because they don't want to work.
