Federally Mandated Citizen Investigative Group

We ask the President, on behalf of the people of the United States, to demand Congress pass a federal law which requires ALL states in the union to form a investigative body to investigate any and all forms of abuse by Police, including, but not limited to police involved shootings, whether death occurs or not. Further we require this body be made up of 75% qualified private citizens, and that this body hold the authority by a 75% majority vote, to require state Attorneys General to prosecute any crime suspected by this review board, and those crimes not be limited to officer involved shootings.
We further require that the only circumstance a local or state prosecutor may override this body, would be to proceed with prosecution of a crime without their advisement.
