Federally mandated State regulated baseline income for all U.S. Citizens

In order to stimulate the economy people need to spend money, but with the growing wealth disparity between the rich and the poor neither group is willing to spend or cannot spend enough to keep the economy turning. A basal income should be required by the federal government while the actual monetary value should be set and provided by the state government in order to account for the variations in cost of living in each state. The goal is to introduce a minor inefficiency in order to provide the minimum cost of living for all citizens so society works to thrive, not to survive.
