Major concern is to federally reserve all horses in the United States. Horses should be registered by the state to regulate horse population. protect horses on private property from thefts and prevent reselling of horses for abusive entertainment. Horse registration should be a fee, very similar to dogs with a mandatory microchip to prevent theft and hold owners responsible. The race horse industry makes millions of dollars and when horses are no longer in need they are abandoned at local auctions. Where Hispanics, illegal and legal, pick them up for tripping and match races, involving drugs, where the animals are used and abused without regards to their well-being. If the horses were registered the state would make money to fund the protection of horses and all inhuman treatment.
