Federally Require a Firearm License that expires every 4 years and require background checks on all issued and renewed.

Create a Federal Law to that would require a "Firearm License" to own or conceal a gun in every state. Just like your drivers license you will need to renew it every 4 years and with every issued or renewed license a background check is required.

There are several states that you do not need a license to own a gun. If you need a license to drive, you should need a license to own or conceal a gun.
