Due to the lack of natural competition in US telecommunications, the US ranks between 13th and 29th in speed of access, with the poorest and most rural sections of the population having slow or no access. Slow access limits the use of the internet for education, hinders business, and facilitates moving internet based jobs offshore.
The federal govenment has the ability to mandate performance improvements when it is in the public interest; an example is fuel efficency requirements imposed on auto manufacturers.
US consumers already pay 50 to 100% more than consumers in the rest of the world for this service therefor the improvement in speed and service should not be allowed to impact rates charged.
