2000 square foot buildings or rooftop installations, feed 65 people fruits vegetables and 8 oz. of fish every week forever. 20,000 would feed every person in Indiana, all of them can be build and stocked for less than $500 million.
Using monies meant to incarcerate non violent criminals, $55/day in Indiana, comes to just under minimum wage. The state could, technically, "hire" those perpetrators for that wage as a community service and incarceration program where they can still make a wage, but be able to pay the state in the same way they do for house arrest. Could also be used for child support payment by "volunteering" there.
