The scope of this project would allow for the citizens of the United States to vote every 10 years on how to spend a portion of the American budget.
Each ballot would contain 10 items, approved by Congress (in random order) and each contains a simple heading and a brief description of the construct. For example:
Defense:
Money spent to defend our nation from external threats.
Citizens would then rate each category one thru ten in order of importance to them, where one is the most important and so on.
This would dictate where money must be focused and spent by the government over the period of time it covers (every 10 years for example). This would only control a certain percentage of the budget, say 80%, leaving 20% of the budget left to be allocated by the current system.
