fight gun violence by addressing the issue of guns and the mentally ill.

In order to effectively combat mass shootings by keeping firearms out of the hands of people with mental illness, Congress shall mandate that anyone attempting to purchase, or own, a firearm undergo a full mental health evaluation and treatment, and be endorsed by a board certified psychiatrist as to their mental competency and stability before they be allowed to own any firearm.
Gun owners would also be required to be re-evaluated every two years, or before any subsequent firearm acquisition.
Failure to obtain an endorsement from a board certified psychiatrist before getting a gun, or maintaining same after acquiring any firearms, will result in the confiscation of all firearms in that person's possession, in addition to any fines and penalties to be determined by Congress.
