Since Stan Kroenke has become the majority owner of the St. Louis Rams, he has created a perpetually losing team as a means to bamboozle the city of St. Louis and its citizens out of their hard-earned money in an effort to ultimately move the team to Los Angeles (and further cost the city and its citizens for a stadium built to house the team). He has made it very clear he has no intention of creating a winning team, as it would make it that much more difficult to move the team to Los Angeles, in spite of consistent support given by the city of St. Louis and its citizens. The city has gone so far as to commission the building of a new stadium, per NFL regulations as a good faith effort to keep the team, and Kroenke has made it clear he still intends to move with or without consent.
