People often don't pay attention to the VP choices, and they may often be inept. The line of succession also, should it go beyond the VP, would result in a change of parties in the White House. This is the case now, with Republican Speaker of the House John Boehner being the next in line behind Democrat Joe Biden. Therefore, it is the most democratic way to fill presidential vacancies with a special election, and the vice president serving as a "caretaker" president until the election is held.
