Every year the Amtrak budget is under attack as it is funded through the national budget. This keeps Amtrak from expanding and improving service. Amtrak should instead be funded by a one cent sales tax on energy and be allowed to establish a trust fund so that excess funds could be trust funded to future years and keep funding for national rail service out of the annual political brawl.
