Since Congressional Republicans refuse further economic stimulus, the White House should do an end run around Congressional obstruction by creating an affiliate website. Online retailers pay affiliates a percentage of each sale for directing customers to them. The federal government could finance desperately needed infrastructure repair and create jobs w/o increasing debt or diverting funds from other programs. When Americans purchase online through the site's affiliate links, commission would go to repairing crumbling bridges and aging roads. Merchants would participate because of favorable publicity and increased sales. Americans buying through the site's affiliate links would help the economy and fund needed improvements and new jobs without any additional expense, debt or taxes
