By selling a hundred million lotto tickets at one hundred dollars each a sum of ten billion may be raised to construct the Tallest building in the world which would come with a thousand apartments. Nine hundred apartments would go to Nine hundred lottery winners and one hundred apartments would go to citizens of Harlem who would other wise loose their homes. The Commercial Occupancy sites in the building could the be leased out by the Government.
This lottery could be repeated once a year to finance duplicate buildings.
