Financially penalize our representatives for not balancing budgets and other related administrative tasks on time.

Allowing for the basic principle of, "No work, no pay", I propose a pay system based on performance of duties as relates to the budget and other governmental administrative tasks. If deadlines and budgets are not met and "We the People" may be adversely affected, our representatives lose pay and benefits.
