H.R.347 is an infringement on the 1st Amendment. It makes it a felony to protest ANYWHERE a political figure may be protected by Secret Service. While political figures have a right to Secret Service protection, citizens of the United States have a right, through the 1st Amendment, to make their voices heard.

Freedoms, Petitions, Assembly

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press, or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
