Many states, which feel the need to restrict firearms, already have laws on the books to govern those items. There is no reason why the Federal Government should restrict items which most states don't feel the need to regulate further than Federal Laws which are already on the books. The last Federal law which had sweeping national regulations on firearms, which was the previous Assault Weapons Ban, had no effect on crime. In fact the Columbine shooting happened during this time. The only cure to curb violence is a human cure. A good human cure for these violence would be to educate parents on how to parent their children better and to put safeguards in place at places which might be targeted.
