Find out who's abusing the welfare system and get them off of it.

Hello, I am a High School student in New York and I was assigned a project to find a problem in our area and come up with a solution. The problem I chose was how people are abusing the welfare system. Living in the poorest county in New York (Fulton County), I believe that there are people who really deserve to be on it. But there are also many who do not. I feel that the people who don't work but are able, should do community service for so many hours a week. Also we should be tracking these people who don't need the money at all. Such as those spending money on wants such as alcohol, cigarettes, expensive clothes. They should be taken off of it totally. I feel this is one way we are losing a lot of our country's money. Thank you for listening.
