find out why the oil company shell wont bring out the vapor combustion cars that TOM OGLE invented in 1943 in south tx

my petition would end the dependence on foriegn oil and create a cleaner world with vehicles running off water aka vapor combustion engine.tom ogle was killed for his invention by shell i believe.tom ogles vehicle made it over 200 miles on just 1.75 gals of gas by adding a vapor combustion carburator to his engine the sold the idea to shell in washington state to shell then shortly after he died. shell denied to comment on the invention and it was even patented.so please help in getting this petition in office and helping put money back into our pockets instead of shell,bp,exxon,etc
