When a company chooses to send jobs overseas there is nothing holding them back from making that decision for their personal gain. They aren't financially persuaded or held responsible for the american jobs that are eliminated, or the perpetration of immoral wages/working conditions of those jobs once over seas.
When a company chooses to pay it's employees to work a wage that is unlivable while paying it's top executives exorbitant salaries they aren't financially persuaded not to. And they aren't held responsible for the social programs these employees have to go on to survive. Food stamps, section 8 housing, welfare, free school lunch program etc.
