Find a way to hold Congress accountable for their inaction, and force them to do their jobs.

In any other job, if you don't do what you were hired to do, you would be fired. While our economy has been slowly and painfully clawing it's way back, teetering on the brink, Congress has held our economy hostage, playing games for political gains at the expense of it's constituents.
Congress shouldn't be allowed to give themselves raises or take any time off until they have done their jobs, and they should be required to stay in session until they come up with a budget that they can agree on. If they cannot do so by the time required to keep our government and nation functioning properly, the members of Congress should lose their jobs and a new system for replacing them should be created.
No Results = No Job.
