This a request to fix the petition list pages, so that when you sign a petition and wish to go back to the list and continue on, you don't have to start at the top again and page down to find where you last were. There seems to be two options to go back after you sign a petition. The browser "BACK" button or the "Back to the top" button provided on the petition page.
