Fine China for illegal activities leading to damages to the American people and to the American Economy

For many many years China has sponsored state run hacking into corporate, government and personal computers leading to the theft of trillions of bytes of information. That theft of information has lead to trade advantages, loss of corporate and government secrets and has even lead to identity theft of citizens. I propose as a way to hold China accountable that the Administration fine China (50 cents to a dollar per byte stolen). Proceeds from the damages will be applied to the US National debt.
