Fine Congress' to Compensate Agencies and Departments for the Days that Congress did not Fund Them.

The American People expect and deserve a functional Congress, not a humiliating total or partial government shutdown.

Refusing to fund the government is not how our representatives should act. They are supposed to make compromises and bi-partisan coalitions. The Do-Nothing-Congress is forcing the Judicial and Executive branches to take more power to govern and this is dangerous to our democracy in the long run.

The trend of refusing to fund departments and agencies to make a statement is unacceptable, dangerous, and childish.

I propose that Congress members be fined $1500 (roughly 1% of their salary) for every day that part of the government is not funded because of their inability to work together. The money will be used to help maintain the part of the government that was not funded.
