Fine television networks $1,000,000 hourly, for running programs over 12 hours on their network

Television networks are becoming irresponsible and unchecked for the falsified information they spread, therefore all television networks should be limited to only 12 hours a day of showed programs and fined $1,000,000 for every hour they run/ran over the limited 12 hours, within the last 10 years. The money collected should be instantly divided and shared amongst the citizens as compensation for mental degrading.
