fire all appointed management personnel at the IRS that can be fired, that are not unionized. They are incorrigible.

It's clear that there's a culture of corruption plaguing the IRS and though the unionized personnel cannot easily be gotten rid of, we the people petition our Administration, who work for US, to fire the upper management of the IRS summarily. Upper level Government jobs are not a right but a privilege and when workers go wrong, the management must be held accountable. Time to go!
