Fire all of Congress if they can't create a budget without the chance of re-election

The inability of our elected officials to create basic legislation is crippling the US government. Set a deadline to when a budget needs to be passed. If Congress cannot create a budget and get it passed, have an emergency election to replace all members of the Senate and House of Representatives.
