Gary Bettman is the NHL commishener and his actions have led to the decline in the quality of the NHL. He has been in charge of the NHL for 4 out of 5 lockouts in the leagues history. He is currently thinking about realigning the NHL, which will leave some teams with little competition and the new divisions severely stacked. This will lead to a decreased playing quality and a low energy among most of the games in the league
