On March 12, 2013, in testimony to the US Senate Select Committee on Intelligence, Director of National Intelligence James Clapper lied to Congress in response to questions from Senator Ron Wyden:
WYDEN: Does the NSA collect any type of data at all on millions or hundreds of millions of Americans?
CLAPPER: No, sir.
WYDEN: It does not?
CLAPPER: Not wittingly. There are cases where they could inadvertently, perhaps, collect, but not wittingly.
Subsequently Edward Snowden dumped documents proving conclusively that statement to be false and that Clapper knew it was false at the time it was made.
Lying to Congress is a felony and equal protection of the law and the fair administration of justice require his prosecution and immediate removal from office as Director of National Intelligence.
