Most can't afford it. With fires being unpredictable, every neighborhood needs to feel safe. Homes in my neighborhood are over 30yrs old and need upgrades; Old homes need top priority, first. We get rolling blackouts during Summer and Winter, partly due to our condition.
Homes need inspections before Summer and Winter to maintain productivity during heat and cold. Homeowners need to be fined for refusal of upgrades and maintenance due to safety concerns.
Whenever it rain, sockets go out in our office and surge protectors are plugged into each other.
Power companies need to upgrade power grids at no cost to owners, nor higher bills, and need to be fined if caught.
