Horrified, by what happened in Newtown(CU),I would like to suggest in case prohibition of arms in USA is not easy, a better control of killing bullets.
Arms kill by their deadly bullets. Only Arm forces should be allowed to use that kind of amunitions for operations. Others, even the police,regardless the type of arm, should be afforded with bullets that neutralize only. I think they are possibilities to invent those type of bullets that I would call"Neutralizing bullets".
