Firmly regulate, and require licencing and registration for the sale of firearms ammunition. Unloaded guns don't kill.

This petition is for the government to create legislation regulating the sale of firearms ammunition. Certain types of ammunition should be banned for sale to non-military entities. A licence should be required to purchase firearms ammunition, as it is for the firearm itself. Also, a strict register should be kept of who is buying what type of ammunition, and how much. Federal, State, and Local Auorities should have access to this nationwide register. Limits should be imposed on how much you can purchase within any given time period. This doesn't infringe on anyone's right to bear arms, because the second ammendment makes NO MENTION of ammunition. An unloaded gun is simply a menacing paperweight. Regulating access to the bullets is both constitutional and sane. Please consider this.
