I have an idea that might break the deadlock in congress. Let us allow congress to vote confidentially, nonpartisan. This way, the members of congress could vote their conscious, and not necessarily with their party lines without castigation. This could be an exceptional event, or we might adopt the convention to make America a stronger, less divided country.
