Fix all the power grids in the USA

The horrors of an EMD attack are beyond imagination.
An EMD warhead can crumble this nation in a couple months and create a blackout for up to 18 months.
An EMD device is very easy to build, and cheap.
12 year olds are making EMD warheads for projects.
This weapon can deal way more damage than a nuclear device. It has already happened before in mexico, and Terrorists are planning it on the US. Estimated 9 in 10 people you know, will be dead by the first year of the blackout.
If they take out just 9 out of our thousands of power grids, we will crumble.
We rely on power lines from 100 years ago. Not very tough, and to put that into perspective, that's a D+ for today's power lines. Some states even have an F.
To defend from an EMD attack, we petition to fix or toughen our power lines.
