Fix our broken government by requiring more compromise and cooperation. In the Senate change the filibuster to require 3 plans (1 Dem., 1 Rep., & 1 from an independent panel of experts) Then preferential vote (1st, 2nd, & 3rd choice). The compromise plan would usually win.
When House & Senate have disparate plans use a similar reconciliation process with an independent panel to pick the best ideas of each side and create a 3rd compromise plan. Form supercommittees to solve budget, tax reform and other problems, with 6 Dems. 6 Repubs. and 5 Independent experts to form the plans and use preferential votes to select the best.
