A State’s ultimate duty is to the protection and welfare of its entire citizenry; at no time shall the opinion of the majority trample upon the needs of the few nor shall the voices of the few trample upon the needs of the many. Therefore, it is in the humble opinion of this petitioner that all members of Congress in order to understand the pain and suffering they have caused over the last 10 yrs., staff and budget is reduce by half. In addition, for one term their pay as well as health insurance should be that which is equal to what a family of four receives in welfare monthly. .
