In order to ensure that when the President of the United States gives, in his words, the order to "do whatever it takes" to help Citizens or Ambassadors (ie Benghazi, Libya) to the Military, that the military actually DOES something.
This would also entail providing information to the news media serving the nation if presidential orders were NOT followed.
